I just found out that March 31 will be my last day at my current job. Should I ask for compensation equivalent to two months' pay under the WARN Act? Additionally, I'm on an F1 OPT and my employer initially said they would file for my H1B, but now they said not doing it, and to make matters worse, they're terminating me next week. Warn act only kicks in if layoffs are large scale, I think 200 or 10% whichever is lower.

Yes unless it is mass layoff they don’t need to give any notice
Same day notice without severance is legally fine actually as long as your state is at-will employment.
Are enough employees being laid off at your location to trigger WARN?
There are many factors why the WARN Act is not triggered including the size of the company and the number of employees being laid off. You certainly should ask for a severance package, the worst thing that happens is the company says no.
60k? Sounds like minimum wage. You wouldn’t have qualified for H-1B anyway. Does the WARN act even apply in Maryland?
I asked the same question when joining, they once I move on to h1b they said they will adjust my pay accordingly.
