1. You can easily Google this 2. It’s used to create images that you would use in a container. You can’t just give it random dependencies like you’re thinking

The benefit of using docker is that you don’t get into things like oh, it works on my local dev machine or in qa but not sure why it doesn’t work in prod. If you do it right, you will be able to standardize the environment. You can even run your whole environment in docker on your local machine to test to make sure integration works.
It has nothing to do package management. It's create a isolated environment without being heavy hand as a full vm. The setup stuff is just gravy. You don't really need docker to run micro service. It's just nice to have.
