I've seen this title on a number of LinkedIn profiles, including FB and Google. Is it the same as a senior engineering manager (2nd line, manager of managers) or does it mean director of engineering? Or is it a very senior engineer without people management responsibilities.
Usually it means a manager of managers, or above.
Downleveled by FANG and similar companies. E.g Director to Manager etc.

It means high TC. That's all you need to know.
Its meaningless. An L3 working on a small project by themself is an "engineering leader" for that project. Just ask the level if you wanna know what the engineer lead. Source: Never heard anyone refer an eng as "engineering leader" internally. If seniority needs to be specificied people just use ladder levels (L3, L4 etc)
No one uses level numbers on LinkedIn
Some Googlers use Senior/Staff/Senior Staff/Director etc which translate directly to level numbers.
