The taxes are for infrastructure, paid through gas sales ordinarily. I doubt people are against such taxes as long as the taxes are reasonable and spent efficiently. Hope the people read the article before making snap judgments about states.
California has been doing this same thing for years. Texas isn't the first State to do this and won't be the last. Texas has a low gas tax by comparison. $0.20 per gallon. Federal is $0.384 per gallon. So $0.584 cents per gallon is taxes. That is used for road maintenance. If you have been driving an EV in Texas you haven't been paying to maintain the roads. Moving forward you will be. So $200 is equivalent to 342 gallons. Or about 10,000 miles a year for an average car. Some people drive less, some drive more. They could have read the odometer on your car and charged you by the miles you drove but I think they just made it a flat rate to make it easier. Either way. Now EVs will contribute too.
Why is Federal gas tax even used in your equation? This $200 is income for the state. $200 is equivalent to 1000 gallons, or 30000 miles per year. Who drives this much? EV adoption in TX is less than 6%, this is red meat for the pickup truck lovers here.

If you have an electric car you still use the roads, which need to be maintained. Before these costs came from taxing gasoline, but now they need to come from somewhere else. Makes perfect sense.
Y'all do realize that most electric cars are heavier than their counterparts right? This causes the roads to wear out a lot faster.
