Solve problems for my manager before being asked. Get on a first name basis with the CEO and executive team.

You mean on a nick name basis? In tech, we always use first name with everyone including ceo, don’t we?
Constant, useful communication with your manager. Read his/her body language and solve problems early before it was even asked. Estimate time for a project correctly. Don’t overpromise. Assume you are tech lead already and be a good mediator if there are disputes between engineers.
Don't people call you a bootlicker for that?
Assume you are being called one already, because inevitably someone will. wtf does it matter if they do? TC walks the walk

And then lose to your boss deliberately? Just saw that the first rule is to never outshine your superiors or become a threat for them.
Indeed, but what's important is to even be able to play with your boss or your skip.
If you have a 1:1 with someone just before a potentially important decision for your career, they will become more likely to side on your favor. There are two factors at play here 1. People cannot be nasty in person. They tend to be nice in 1:1 or at least come across as nice. 2. People don’t like to think of themselves as backstabbers. So after being nice to you in person , they find it harder to be tough on you in decision making.
