This is a identify and build. OCI has issues, then what? Go ahead and complain about an issue, and build on what someone can do to improve their situation. For example - nailing the basics of being prepared for meetings and writing things down. I was in a feature review recently where a service team couldn’t explain where their feature lived or what were the endpoints their users would use to access it. How can I communicate back to them that they need to come prepared to review meetings with a product definition, user journey, site map, and storyboards of their feature to show they know what they are talking about?
So you're saying a team at OCI doesn't have a real product? Color me surprised.

Or be an adult and say why it's not worth your time to be there.
You need to find the one or two people in the team who care and have some influence on decision making and send your observations in email to them. If nothing else works the manager of the team or one level up can get that feedback- I have done that in the past and it has worked (except for two really bad teams with bad managers!)
