What action items do companies take that make facebook fast moving, amazon relatively hard working, uber woman abusing, microsoft very laid back etc??

What are employees empowered to do without seeking a managerโ€™s blessing every day? What are managers empowered to do without seeking a VPโ€™s blessing? Do they hire self-starter, action-oriented people? Are politics allowed to run rampant, waste time, and create churn or does management have a bias for getting down to brass tacks and doing the right thing for the business? Do they even want to do the right thing for the business or do they prioritize doing the right thing for themselves first such as empire building (short term sight vs. long term vision)? Do they hire for company culture fit and bring new hires into the culture or do they just bring in warm bodies that meet the basic requirements? Are the policies and process biased for red tape or action and speed? Those are some of the things Iโ€™ve seen that have made good culture go bad, reversed that trend, or maintained good culture.
