Developer advocate is someone advocates certain products. The difference with marketing and PR is these people are real developers and they go to conferences, write blogs, make video tutorials and show the public how great is the product X. For example React advocate will go over conferences and tell interesting tricks and practices about react and encourage people to use that.
They're the folks who write engr tutorials for the company blogs
Pretty much. They are former developers who are in a sales type role. They are the ones who you see at hackathons helping people work with their company's APIs or giving talks at conferences on how cool their company's products are. Not much of a career trajectory and it is very easy to break into a position, so barrier for entry is lower than that for a senior/principal dev (but higher than an entry level dev).
