What is the average salary for L63 PM and Eng at Microsoft in Redmond ?

Nope! If you aren't getting it, then you are getting low balled. Recruiters job is to pay you as little as possible while making you happy.

Yup! For Eng. I don't know about PM I am L63 with a $164k base. When I became L63, it was $156k and base gradually increased over the years (we call it: merit increase)
