Why? Are your skills and experience worth more than that? Can you justify a higher cost for the project that they would put you on? Associate TPM sounds like a code word for project coordinator. I would not trust a project that is more than 1 mil in budget to a project coordinator. Everything is relative buddy. Hardware engineering is a great skill, way more profitable and quicker to bank $$ on than program manager
