lvl 63 IC. TC 200K, PhD from top 20 CS program, 7 years of experience (not including grad school), working in a hot area in a well regarded team. Any chance of getting staff at Google or no way ill get anything more than senior?

Staff would likely require appropriate experience to back it up. HC tends to be conservative with leveling so you're probably more likely to get L4 than L6 but you're experience should set you up for L5 with decent interview performance.

All depends on how you perform at the interview. Otherwise it’s just a speculation.
Good point. So, this is the part that I find shrouded in mystery. Is your package dependent on your interview performance or your previous experience? If both how are they weighted?
You clear the interview first, with enough clarity on your skills. Once you set your bar then your previous experience is considered. Nobody considers your experience first. At the end everything is considered but what you do during interview comes first. You do poorly, it doesn’t matter if you were a distinguished engineer.
