I am not sure how the “do no harm” provision of the bill works. Not sure if the 15% quota also helps because it is so less and may create a backlog of its own for ROW applicants. Also, I request everyone to discuss the question at hand and not debate the merits or demerits of the bill. There are two sides to the argument and we should sympathize with both the camps.

S386 is a temp relief not a solution. Even if.. It will pass just to keep Indians in check and stop them moving out of US for now. Many ppl here are just worried about their wait time and H1B sweat shops, but the real reason for the bill to progress is not anyone but big companies who are worried about losing talent. Those same big companies are also the reason why no immigration change ever been possible for H1B , they just need slaves who work for them always. Of H1B they can only switch companies if GC they will create their own or do what ever they want(Switch and work for small startups).. Just afraid of competition and poaching its the big companies who stops this and now they decided to do something to keep talent going out. That's it. All unnecessary debates or hate against/between immigrants are just waste of time and unwanted stress. Politics or the food we eat only business ppl decide.

Before the law goes in effect for full, you’ll get the GC. It will take 2 more years of ramp as I understand. TBH, it should have been a longer ramp but the numbers suggest that all 140 approved ones will get their GC with that ramp.
Yes, bill carries specific language and calls out anyone with i140 approved from ROW will have same or better wait times. Any new applicant irrespective of country of origin goes back in the line.

Durbin is planning to put another hold on it. Even if it passes it goes back to house again for a vote. From there, prez had to sign it. Chances are bleak.
