It varies a lot by team. L5s were mostly TLs (small or big team either way) years ago. Nowadays L5 promotion is easier so L6 is becoming the new L5 if you compare with 5 years ago. Now a lot of orgs doesn't allow L5 to transition to TLM, that is the most obvious indication of this transitioning.

Or I should say some low end L6 who leads less than 5 people (either direct reports or project impacted persons) is considered as L5 in the old world. Those L6 lead larger team (directly or indirectly) are just not yet promoted to L7. L6 is now becoming Amazon SDE 3, it is a very wide range role.
