That would definitely be tricky. Maybe by checking the number of new grads for that field yearly vs the number of new jobs created. A similar thing is already done with doctors. There is a visa type for doctors who go to rural areas.

Eh? You do know that new proposed wage based system checks salary based on profession right? It’s not like a CS background person is competing with a doctor or an industrial engineer or an environmental engineer.
Hardware generally pays lower than software. But hardware at software companies get paid a lot more. Are they more deserving only because they joined certain companies?
How about building a model to predict propensity to get H1B ? Features can include salary, company, domain of work etc. Training data can be past H1B approvals(and not lottery selections).
Lottery selections and approvals are highly correlated. So, your training data is basically lottery outcomes, output will be as good as random I’d bet.
I am not sure about that. RFE and denial rate for WITCH and startups is much higher than Amazon/Facebook. So I would say there is an inherent bias in that. Approvals should be better as target variable I feel.
Why have a limit. Raise the approval criteria if you wish but make it points based (salary could be one among many of the factors) and eliminate the lottery altogether. The lottery is just a stupid and lazy way to select people. It's like a company choosing employees randomly from a pool of applicants without actually interviewing them. The visas should be subject to the monthly changing labor market requirement and current government's economic outlook not some arbitrary fixed number like 65,000/year. Do something like what Canada does with Express Entry but better and considering more factors for points. Also while you're at it, remove the 6 year limit on H1B and please allow visa stamp renewals while staying within the USA. It's all so fucking stupid. Obama had proposed something like this at the beginning of his term, but it never got anywhere.

Many countries have point based systems where if you're in a highly skilled domain the country currently needs more of (eg. specific types of medical staff, engineers, software developers), if you have the qualifications you're in, and if you're in a high demand area with less urgent need, you're higher on the list. Education, years of relevant experience, years working in the country can all contribute to the point score, and quotas can be adjusted semi-annually based on need.

Maybe you should go ahead & tell them to get the required qualifications. It was weird to hardly see any Americans in my classes. (One of the best schools in the US for my domain.) Made me wonder what did everyone do after highschool.

There can never a 100% perfect solution. What works best is this - only direct employment ( no consulting, no Third party placements) - descend by wage with exceptions made for new grads appropriately - extra points for American degree - maybe an extra incentive to move to cities like Detroit to boost the local economy That’s it. Nothing else. This will eliminate the lottery and every other issue.
I agree that bad consulting firms and third party placement firms need to be disciplined and reigned in. But restricting the H1B only to full time employment only will be detrimental to the economy. Many smaller companies and government agencies across the US do not need or cannot afford to hire IT personnel all year round. They in turn use IT consulting firms (some genuine and respectable ones) to fill these roles which are staffed by people on a work visa. Focus on eliminating fraud, not killing the business.
