not true, there are legal ramifications of being an engineer in some locales
Some states do not allow you to use the term "engineer" without certain qualifications, such as certification by the local engineering guild or an engineering degree or something. Companies would just avoid the legal hassle by avoiding that word in your title.

No difference unless the company has employees with a Software Engineer title. Only seen it if your company is an Engineering company/discipline where having a P.E actually matters.
Not even this is accurate as there are engineers with the same titles as their PE licensed counterparts within the same organizations.

There probably should be a difference but in practice there isn't.
Developer is one that writes codes for a software, Engineer is one that writes specs for the software , these days not much difference as working code over documentation, so developers do bit of engineering as well where needed.
Writing code is writing a precise spec for a program. The engineer writes the spec in a programming language. The compiler is the developer.
Developer builds apps. Engineer builds Technology.

When I’ve explained to friends is that a developer might get simple requirements about “code exactly this” vs an engineer that gets “build and integration between these systems and make decisions on how it should be done”. But then I follow it up saying you have places like Amazon with software development engineer. So I think usually you won’t find a difference in just the job title.
