The blog and YouTube content would not be about company specifics but is related to the industry the employee works in. The content would also not use the name or logos of the company. And the content is not for selling courses, or anything for making money. For example a Software Engineer writing pieces for his/her own personal tech blog. I heard about some companies in big tech limiting their employees from doing so, but not much details. Would anyone be able to clarify?

Google encourages it if anything. Just dont film at the office, don't leak info, don't break HR rules around being PC (like shit talking) and don't speak on behalf of the company.
Who said they encourage? I know people who received email from Google ethics for doing that. Check out block list on moma, it clearly says you can't do something that helps people with tech jobs
That email would be about whatever ethics violation around those HR rules, not about having a presence on YouTube. "Can't do something that helps people with tech jobs" 😂😂 You're kidding right? Unless your definition of help is leaking interview questions.
