Like, how else am I going to ask, interesting, insightful questions that show I’ve done my research, can think critically, and can have a dialogue that shows what I can do? I’ve had a handful of interviews at both start ups and some top, renowned companies recently and I am given 2-4 minutes to ask questions before an abrupt end...what gives? I like being conversational and building on key points...
Questions are basically don’t say something stupid in your final minutes.
Sometimes your questions make them feel threatened and results in rejection
Lol yea...I’ve sensed that in some previous interviews.
Just call them for another one hour to discuss. If they really care about you as a candidate it's no problem.

No it has impact.
Probably has impact at 2nd tier places like Nvidia. If you want to chit chat, do that after you get the offer at elite companies.
