From my experience, a severance always given just as a hush money. You essentially waive your right to sue them in exchange for some greens.

Yes, I had been terminated before with some hush money. I was pretty pissed at the time so I didn’t take money. In hindsight, that was pretty stupid.

I was terminated a few months ago and was offered severance. I declined because 1. The terms of the agreement were unreasonable, and 2. I didn't want to give them the satisfaction of "owning" me when I'm no longer there. They have offered severance to people who quit, as well, so it's definitely hush money to keep people quiet about the abusive environment.

Severance is given for non performance relates termination e.g. being laid off. Downsizing is the only item from your list that would qualify.
