Amazon does not really plan quarter to quarter. They think years in advance and invest for the long term. They also have enough cash to ride out this recession. So, hiring freeze and layoffs are unlikely...

L4, L7 needs VP approval in many orgs now. Layoffs not sure, but end of Q3 may be if market goes worse

I was downleveled to L4 from going for an L5 position. I told them the TC is not up to par and I have another offer that gave me way more. Recruiter told me they could grant exceptions but not at this time. I assumed it’s a budget/hiring concern.
It’s likely that your interview performance wasn’t strong enough for 5, not so much a budget thing. They’re not gonna up level you just because you have a higher competing offer.
No recruiter made it sound like there are salary exceptions regardless of level.
