Which company for dev mgr position?

Considering a move. Feedback pls. Stay with Oracle but go to OCI or Data Cloud Splunk Twitter Big concern is culture, benefits, promotion opps, flexibility to WFH. From what I can tell Splunk and Twitter both pay better. I dont have TC comps yet.
