I don't think there will be any such exchange. Think logically what's the incentive for the exchange to function if they don't charge any fee? You might want to try out some of the DEX like Uniswap, Sushi to avoid the spread fee but they do suffer from slippage and you will need some crypto for swapping.

Crypto exchanges might follow brokerage orgs and provide fee-free transactions in future. For now, I’d go with Robinhood since I already have their brokerage account. Binance has the lowest fees IMO?

There is no exchange without fee. Coinbase pro has cheaper fee compared to others, but I would recommend Gemini as well. What most people do not mention is, you need to be aware of withdrawal fee as well. Gemini provides 10 free withdrawal per month on top of low purchase fee. Do not forget to use the ActiveTrader mode instead of their regular app. FTX provides lower trading fee as well with referral codes. It also gives 8% rate of staking interest for the first $10,000 which is higher than any CeFi. P.S. regardless which exchange you use, feel free to ask me anything.
