The pitch is that it removes bottom performers and incentivizes delivery.
Two things: 1) If Amazon will not pip, people won't be obliged to give their 150%. 2) Now you can say, managers can identify those who are not giving their 150% and pip them. But pip requires a lot of documentation and if there's no quota to meet, managers may allow people to continue even if they are coasting. Amazon doesn't want these two things to happen.
