This is simply the result of less women than men going into stem fields. Fix the root problem of girls getting into stem, the result will change. It's simple math. If more men in total go into a career field, there will consequently be more qualified men than women to hold higher positions in that field.

I’m sure there’s some unintentional discrimination happening at the promotion level, but I think the main problem is the majority of computer science graduates are men. As women continue to enroll in cs degrees I think things will even out. At least for entry level positions where I work you could argue we discriminate against men by interviewing only women in an attempt to even out the male to female ratio.
