IG's just a platform. It didn't create a toxic culture of self-comparison to peers. The algorithm is not optimized to perpetuate the problem either, it's merely showing what people want to see. Yes and no. Self comparison has always been around but never at this scale. You have teenagers who don’t know any better comparing themselves to billionaire trust fund kids on IG.
Isn’t this just a consequence of hyper-connectivity, which is not inherently a bad thing? Kids from 2 decades ago would grab a magazine, do the same thing and feel bad

I think not intentionally exploiting their insecurities with targeted content to make them feel worse (so they'll continue to consume more) would be a decent start...

According to the whistleblower, it's both (and clearly it is, in practice). They know that feeding negative feelings keeps people on the platform longer so it intentionally serves them the content that will do just that.

Facebook can rank content in a way that reduces the exposure of toxic content. Facebook seems to do fine keeping pornography and terrorist recruitment off the platform. There is internal research brought to light that certain aspects of FB/IG are harmful, particularly teenage girls. Seems sensible to address this major issue rather than throw up our hands and do nothing. We make an effort to keep alcohol, motor vehicles, and major legal contracts away from underage people.
what is toxic content? teenage girls posing in bikinis is toxic? or posting about their weekend trip on a boat?
A survey of teenaged girls can’t establish a causal relationship between content on FB/IG and poor mental health. You’d have to do a different type of research for that.
