Why can't we ever have access our initial interview feedback even if we accept and join the company eventually?

Because it doesn’t matter and you are going to be evaluated from the moment you join based on ladder+level rubric not your interview feedback

Who said you cannot, I asked my hiring manager before I joined how was my feedback and he was naive enough to tell me. Of course recruiters will not tell you because they have been trained, but once in a while you get those clueless managers, it is worth a shot
