Only Intel has cut salaries. It seems a less painful way. Why it is so uncommon? Cutting everybody (especially those leadership saying taking full responsibility) by 15% seems better than laying off 15% of workforce. Furthermore, cutting executive by 50% and low level workforce by 10% (like just cancel the annual bonuses) looks more reasonable to me.
Because there’s always a bunch of people who are so confident and think they’re the last ones that companies want to layoff. So they cry and keep complaining about cutting salaries.

If you think layoffs are bad for morale wait until across the board salary cuts. But the real answer is that good layoffs don't impact all functions/products equally. They carve out failed products, executive vanity/ noncore projects, places with low prospects for growth ect.
As an employee, I would be fine with a reduction in salary during tough economic times instead of the uncertainty of layoffs. Seems less stressful and would result in better morale than the mysterious layoff.
In Amazon the raise is 0-2% which means it's a paycut considering inflation. They are not even bringing the 2023 TC to what was stated in 2022 - stock drop fucked all the people in Amazon.
The culture of ‘cutting salary’ could become an excuse and companies can misuse it as a tool when they want just to keep salary hike in check. Not a big fan of this. Layoffs pave the way for a new fresh beginning.
