Why people said that?
There is a lot of secret process at Netflix. Currently their maybe 1 level but there are pay bands. If a manager does not want to have a high cost team they may refuse to increase comp compared to other teams. Pigeon Holing is the rule of the day at Netflix.
That sounds weird. What kind of manager not wants to increase his/her team comp. First of all It is not his/her money. 2nd of all having higher hiring capacity is always better than not able to. 3rd it looks bad to EM
In tech business management there are Profit centers and Cost centers. Profit centers believe you have to spend money to make money and will throw more money at people and problems believing there will be a return. Cost centers are more stable tech areas and throwing money at a problem does not return enough value. It's not weird when you have worked in tech long enough to see it happen multiple times.
