Why wouldn’t apple workers just wipe device when leaving?

I heard that Apple requires employees to hand in their company phones, computers and other devices and they cannot be wiped or factory rest. But employees are also encouraged to link these devices to their personal iCloud account. What is stopping employees from simply doing a factory reset before returning these devices?
