Most large tech companies have offices abroad, in London, Bangalore, Sydney etc. Do any tech companies fly out their candidates to these cities for an on-site interview? (Just like candidates are typically flown over within the US).

Yes, and small ones too. It’s tough to figure out if someone’s a good fit from only a video chat.
Which ones? Google insisted on interviewing at mountain view HQ for positions in London. Grab in Singapore did a video chat.
Many do, assuming you’re at least somewhat senior. Not for your first interview obviously, but at some point in the process.

Was the interview a video chat or in person? Anyway, my comment was referring to companies that don’t have much of a presence where you are, so it’s either video chat or they fly you out.
