I suggested a procedure change for bug reporting on a project I am working on and showed the testers how to use it. The manager for the project (not my manager) responded with the above as the opening line of an email only to me. What do you think of feedback like that?
Send a thank you email to him or her and copy your manager
Something like "good job" or "I'm glad you're on our team" is fine. Otherwise, it's sorta weird for your manager to say that unless you two are really close or it's a cultural difference
I've never met him in person, so not close. Judging by his work profile picture and name, there shouldn't be a whole lot of cultural differences.
Sometimes translations from Asian languages to English, may sound awkward. Respond by saying thank you for giving an opportunity to contribute.

maybe the manager was attempting to make you feel appreciated and it came out weird. I guess I’d appreciate the intent, even if the delivery is unconventional.
