Are there any investment options that offer guaranteed non-negative returns with interest rates that aren’t total crap? I’m thinking something like CDs or regular savings accounts, but ideally with slightly higher returns....like 1%. We’re talking on the order of $250k for 0-90 days.

Keep in mind the FDIC limit (I think still exactly $250k) so if you are slightly over, to have zero risk you would have to split accounts at different banks. Not hard, these days.
Does the risk level increase dramatically if the ROI goes upto to 2-3%?
Except for treasuries and FDIC insured accounts or CDs, investments are always non-zero risk. And treasuries and CDs are only zero risk to the principal and only if you hold to maturity as you can take a bath if you have to sell early.
