What is a better role at Facebook - an IC product manager or a manager of technical program managers in terms of impact and career growth.
Depends on which group you are getting into and how the impact of the said role is perceived from top down. There are some real jerks there and all it takes is one shit head to be moved in as your manager to make your choice of role go west!

don't do that. it will take at least 1 year to prove yourself in new team and company. Moving to another ladder will be difficult. Google is very famous for messing up people's career by making such promises and not following after employees come on board on different ladders.
Get in as a pm. I can guarantee transferring won't be any easier than getting in

is that right? go and look for many deserving people who don't get ladder conversion done due to poor HR practices. People put hardwork for building future but they fail due to unwanted reasons. You will find many frustrated people.
