200kish tech TC for Toronto is plenty for a great (not luxurious) quality of life. Remember most professionals here are stuck in 60-100k jobs so the competition isn't as fierce. This isn't a tech city (yet). If you've already made your first several hundred thousand bucks in the states before moving here, even better.
At 39, your path to getting permanent residency elsewhere is narrowing fast. Ideally, you would have thought about a plan b for your h1b visa situation earlier. I can only think of the Ontario provincial nominee route for you if you’re a software engineer in the US.

At 39, Canada would be difficult...not impossible. I am hoping you have Masters if not forget about Canada for 39 years old. Try NZ. They don't deduct points till 40 years old . But jobs/pay would be less
There’s also an Entrepreneurship route to getting a Canadian PR but it requires substantial investment and a business plan. If you have that bent of mind and money, you could think about exploring that option.
Get a job first, move on visa and then apply for PR

Too late for you man. Normally takes a year to 1.5 years. Just take ielts.
Go for IELTS and try to apply for a Provincial Nomination. If you are from Tech, that might get you more points.
