This will never work because they will raise salaries and everyone will renege and go for the pay. Better strategy is to start a campaign to put monetary value on having to go into the office. Come up with a believable and repeatable phrase that these companies will hear over and over and over when negotiating with candidates. An example might be “$52k for 52 weeks”. If you get enough people subscribing to needing an additional $52k to justify RTO then eventually the companies will start factoring that into their evaluation of RTO.
