Manager asks me to debug code for sub-ordinate regularly

Manager, non-technical, asks me to almost baby sit my subordinates. Tell them which line to change and what to change it to. Me being tech lead is expected to debug their code when they give up without even trying. Subordinates have MS degree, but need baby sitting for even basic stuff. Is this normal for a tech lead?
