Is Program manager bottom of the stack role at Google? Recruiter told me I shouls go for Program Manager instead TPM. π€π²
Depends on a team, you may do same job as TPM. Pay is a bit less, maybe 5-10%. There are advantages and disadvantages to each role, besides pay.
What are the disadvantages for Program manager?

No thats not a concern. I actually come from SWE background so can crack it but recruiter said My profile fits better from program manager role
How are TPMs perceived in Tier1 companies , say FB , Google , Amazon? I am a software engineer and want to pursue TPM opportunities but many advised against it
If you are software developer, why not continue on that pass and grown into senior level?
Level n TPM influences SWE at level n-1, depending on team Google may not know how to use TPM. Also do you think you can outperform SWE that is 1 level lower? If you like working with people more than pure code? When they say you are more program manager profile that means you may be better communicator than most TPMs (or less technically capable). But really depends what motivates you day over day...
