I turned down Google to join a startup after all discussions and the final offer had been released. 8 months later the startup didn't work and I reached out to the Google recruiter. They gave me the same offer. I just had to join a different team.

Yep. And it's not even the same people, these are big companies with armies of recruiters. It's pretty much a cog in a big machine at this point.
Burnt bridge? Very childish if recruiters would hold a grudge for someone needing to be somewhere else during a certain period of their life. You needed to be at that startup to realize you didn’t really need what you thought you were looking for. I’m sure they’ve done it multiple times.
There’s only one way to find out.
Google and Meta recruiters are well trained and understand the value of talent and the time needed to find a good match. I'm not a recruiter but I've had a similar experience.
