They just want to keep salaries down while remaining a sweatshop. Times have changed and fab jobs are no longer desirable jobs for the technically inclined. Students have better access to information and better opportunities these days so they pursue better careers.
Work culture and salaries in Taiwan are beyond ridiculous. No wonder younger folks prefer tech instead of manufacturing. Mainland China has a labor law which is more pro-employee than Taiwan.
I was surprised that the Chinese fab engineers have a better work environment than those of us in the US (which is better than Taiwan). And some of those companies give huge salary bumps to poach Taiwanese engineers.
