this. I think there might be some teams with more restrictions, but the vast majority of the company, incl myself (eng) doesn't have restrictions that go beyond what the general public has. Also don't need to pre clear trades.
Depends on the firm, but at TD Ameritrade and Charles Schwab yes you can as long as it is not company stock which requires a minimum holding period.
Depends primarily on whether or not the broker also has deal flows (i.e., investment banking) that may require vetting with the “private sides” control functions. This is also why many consulting firms also impose preclearance requirements as well.

Use to work at an asset manager and you had to clear every trade by the company before investing. It’s permitted except for companies we’re invested in or have non-public info for. Kinda annoying because a team you don’t know can have non-public info which meant no one in the company can trade that stock.
