Not unless you are in the very upper levels at the SP. In which case it looks like they are trying to buy access. Check your employment contact for noncompete etc. For the ICs, no worries
I've worked for a few and have never seen one from a carrier. However, I have seen vendor employment contracts that restrict (one year) from going to another vendor. Rare though.

Non-competes generally are not enforceable in CA. Even if you signed a non-compete that would hold up in another jurisdiction, you can still come to CA and not be bound by it because the labor you perform in CA is subject to CA law.
If you worked with the same team, whatever contract that managed that work most likely has a non compete clause which needs to be negociated. Otherwise there should not be any problem if you just apply externally or with a referral.
