This enterprising individual saw an opportunity, landlord accidentally offering free rent, and took it. It's because of people like him that markets can run efficiently. You might want to live in a quaint world, where technical laws don't matter, and tenants act in their landlords best interest out of the goodness of their hearts. But this is a modern capitalist economy- you play by the rules and make profit. We cannot bend the rules for every hapless landlord who loses his shirt to a clever tenant, this is the system working brutally as intended, the strong survive and the weak falter.

100% landlord's fault for owning rental in California. Takes 6 months for average eviction. If you are going to willingly rent to thieves don't get mad when you lose money. Nothing against honest Californians but the law enables people to just not pay rent. Once these guys are finally evicted they'll find some other sucker to freeload off. Way different in other states where you are in and out 30 days with police dragging you out. This is not a complex contract violation. Non payment of rent, get them out. What's the reason to contest? And people complain about housing prices going up - these freeloaders are taking houses off the market and raising the rent next tenant will pay
He rented the unit illegally and did illegal construction. The tenant is actually the one following the law here. The landlord is literally the criminal, he is the only one who broke the law. Maybe try learning to read and think critically before dumping two paragraphs of useless thoughts into the world.
