This is not a minor increase in wages. They’re fairly substantial and could be a serious deterrence. However, the rule has been so poorly crafted and rolled out that it almost seems like the agency wanted to please their extremist political constituencies and didn’t care if it would survive litigation
First, H1B can only be filled if FAANG (or any other company) can’t find local talent and companies need to attest that American workforce is not being affected. If American indeed gets affected by lowering wages, they can sue the company. Second, if there are some H1B people who can effectively do the high paying jobs you mentioned at FAANG even in current scenario, they won’t be shitting in other companies. They would compete anyway for high salary.
Actually, your first point isn’t quite right. As long as the company pays the H1B holder at least 60k per year, they do not need to prove that they displaced, or otherwise harmed, an American worker. The new rules increased that minimum 60k threshold, but I don’t think that they included a provision that would force the companies to prove they are not displacing American workers.
I'm referring to SWEs in FAANG that loses H1B lottery and is forced to go home (i.e. a good thing for American SWEs). This will be less likely under the new bill as there will be sufficient quota for them due to elimination of lowly paid H1Bs.

As an F1 OPT visa holder, I agree that the government should do something to eliminate company abusing h1b and make h1b to serve it purpose: retaining the talent in US. However, I would argue that the change Mr. Trump implement just now, doesn't do anything good to H1b and US itself, drastically increase the wage percentile in all level will actually make creditable companies (like FANG) to not be able to maintain a high bar of hiring, of course there is a lot of talented US citizens that are qualified for the job, but the problem is can tier 1 IT firm sustain its growth and maintain its competitiveness by only relying on US workforce. Also, swe in tier 1 gaming industry, researching company general pay less than FANG, and if they need to measure it with this wage bar, it is super unfair to them as well. For me, if US really want to solve the problem, a merit based h1b program should be implemented...

Haven't H1B, like a lot of other people already been trying to work in big N tech companies already? This doesn't seem like it will effect top payers, mostly mid payers and startups, who will have an even harder time hiring.
I think it’s easy for startups because they pay more base salary compared to FAANG. Since base salary is considered for LCA
