Rakuten Mobile is probably the weirdest(in a bad way) company I have worked for. Every BU and department has different rules here. When I asked my manager for 1 day of WFH (in more than 6 months of my work here), he is swearing that there is no WFH policy here and forced me to take a leave. Rakuten Inc employees are still getting WFH and I know entire teams who haven't seen office for more than 1 year now. I even know that people in other departments and divisions who take ~2 days of WFH every week. I don't seem to get the justification for this discrimination. N.B: No it's not because of the type of job or anything. I am a data scientist/analyst while the people who get to take WFH are working in core telecom and SXC who are supposed to be ready whenever an outage happens. It's clear who needs to be in office and who should be allowed to take WFH.

Oh... I am the last person to be worried about layoffs. I am both overworked and underpaid for what I brings to the table. In last evaluation I was given a very high rating relative to others in my team and currently I am mentoring people who are having multiple times my experience and pay. Even if the worst comes and I get laid off, tbh I don't care. I can easily get another job which pays me far better. It's just that I am a bit lazy to look for new jobs. I truly wish that they will fire me. It will give me some motivation to escape this blackhole.
Also in Rakuten it's super weird to be honest. There are some BUs/Department (mostly in Rakuten Inc as it's a well settled business) where no work happens and there are other BUs/Departments (mostly in RMI as it's their riskiest business adventure yet) where even people joining straight out of college are getting overworked like hell.
The real culture shock happens when people move from some department in Rakuten Inc to some department in RMI. From what I have observed all of them will quit the job in a few months unable to cope up with the amount of work.

Yeah it all depends on how ambitious are your managers.
It all depends on the manager. Please report to HR, or request to move to other team or department. Or just quit the job.
If given a chance, almost everyone in the department will opt to move to other BU/department. But as per the policies of Rakuten, it can happen only if the current manager allows it which is never gonna happen in our case. Talking to HR also seemed completely useless. So people now started quitting the job itself.
Yeah, just do nothing and look for new job. As I know many of my friends just do nothing there and enjoy life of looking for new job. Manager will not interrupt you as they don’t want to get trouble too. Best job in Japan. As market is tough now, get pay and bonus to look for a new job is great!
