Franchise Tax Board...but that's for US based companies
FTB is California's tax agency. Maybe you're thinking of FTC - Federal Trade Commission. I'd consult with a lawyer to ensure you're going to the right authorities and doing it in a way that's covered by whistleblower laws (just in case the company tries to come after you). Best of luck.
This is not a US company and is based out of US. They are falsifying documents to existing and potential investors
That sounds more FBI territory
I would start with talking to the chamber of commerce in your city

IRS. FTB....anonymously. I think they have a whistleblower hotline. I've been in your position but never reported it, which I wish I did. But most of these places know how to hide the trail
