It doesn’t start with 6x, the lowest SWE level is 59 (new grad). The reason for this is that these levels are not specific to SWE, but apply to all FTE (non-hourly) roles in Microsoft, and is about how much you get paid. Meaning that someone like a manual tester would be something like level 50, and someone like a VP would be something like 75

Ok kids, gather around for a history lesson: Back in the day, Microsoft had levels that went from 1-10 or something like that with most engineers starting at level 3 or 4 or something. As the company got bigger, people started complaining that it was taking too long to get promoted and that the gaps between levels were too wide. So, HR decided to split each level into 2 - so SDE 1 was now levels 8 and 9. SDE 2 was now levels 10 and 11 and so on. To eliminate confusion with the old leveling system ("Are you the old 8 or the new 8?"), they added 50 to all the levels. So, instead of going from 1-10 (or post split 1-20), the new levels were from 51-70. This was rolled out in 2000, along with a bunch of other comp changes (shift from options to RSUs, increases to base pay etc) and was called "Comp2000". You can find some old documents online that reference this. I might have some of the details wrong, but this is the gist of it. At that time engineers started at 56, 57 for test, 57, 58 for sdet and 59, 60 for sde. I think they eliminated 56-58 at some point.

I got some of the details wrong above. Someone DMed me and told me that 1. Original levels weren't 1-10. It was something else. He said he was a level 10 and in the new system became a level 58. 2. Change from options to RSUs happened in 2002, not as part of comp2000.
