This is common in non tech companies. Always trying to outsource to vendors to save even more money. There is usually some execs on top getting kickbacks. The contractor model+fte fails frequently and then they bring everything onsite till the new execs step in and the cycle repeats

Hopefully Jake from State Farm was outsourced. This practice is common, look at Disney as an example. Those IT specialists offered employment with HCL (one of the WITCH firms) will take a cut in salary and benefits. Most of the jobs will end up in India
