Of course he can. Most LC problems are math/induction problems
That’s not the point tho, he’s asking if he can solve LC hard in a short amount of time. Granted the two things are apples to oranges comparison
Smart people learn faster, but they still have to learn. You learn CS in 3 years, he probably can do it in a few weeks if he want to.

Give him a week to brush up the knowledge. He will be able to solve almost all hard LC questions, bug free.
He'll solve the LC hard and proceed to tell you about a similar but even harder LC hard+++ problem.
Might take more than 10min to code it up though
You have no idea about competitive programming then. These young age gold medalists become red coder when they start doing CP in a year or so. And if you consider codeforces as contest platform then LC hard problems will be there easiest 2/3 problems out of 5 problems given in a div 1 contest. Well red coders regularly solve 3-5 problems within 2 hours to become red coder. And a lot of LC hard problems are just straight forward algorithmic implementation which doesn't even qualify for a div 1 problem in most cases. Now do your math if he can solve in 10 minutes or not. 😉
