Does that work if you tell your RM that you cant travel for work or is more interested in local or remote opportunities due to some genuine issue? Does it impact your year end conversations?

There can be exceptions for talent as with all industries. Generally, you need to pay your dues first before having the ability to select projects or location. Utilization is everything. You are going to be compared to everyone in your level/classification. If you aren’t billing, then you are basically wasted cost.
Hard to say how long being benched is bad or could lead to lay offs. Have heard some got let go after a year. Others after just 3 months. It will depend on how likeable are you.
Not meeting your utilization target will also significantly impact your annual performance review, as well as your raise. I'm not aware of how long you can sit on the bench for (AFAIK its a case by case basis without concrete time frames) but if you're turning down potential projects that will reflect very poorly on you.
If reason for turning down project is just due to travel and if I have given proper documentation to HR regarding my situation and they sounded supporting, does that also mean it’s negative
My first reaction would be no that would not be negative, apologies I thought you were saying you turned down projects not related to travel requirements.
Either quit the company and look for local work or just get on a project. It's black and white really from an employer's perspective. You are painting a target om your back.
As a first year staff, you need to meet your utilization targets. If you don’t, you need to be able to show that you were engaged with firm activities such as internal projects or proposal work, or training that improves your skillset and marketability as a consultant. In other words, your counselor needs to be able to defend your story during the year end process. Your travel limitations are a liability for you because your story will be compared with the ones of people that can travel, so you need to go above and beyond these people in your achievements.

It will be an issue if you don’t meet your utilization target
I have been trying to get project but things aren’t working out. My coach and resource manager everyone can see I am trying to get utilized? Will it be an issue ? Are there chances of lag offs as well considering this is my first year?
