I’m an American working as a SWE. I’d like to move to work in Europe and be on track to obtain EU citizenship. What are the best routes? Internal transfer to EU team and work long enough to get permanent residence and then citizenship? Apply for EU SWe jobs?

Probably easiest: Get a new job at a tech company in EU. Work for a few years get the permanent residence and shortly after the citizenship.
The easiest way is an internal transfer. Although there is no harm in applying for jobs in Europe on the side in the hope something bites. Netherlands, Germany, Ireland, UK (Not EU) are your best bets.
