Yup, most condos are owned. But some condo owners rent it out. In this case, the landlord is the condo owner. For apartments, the landlord is the company who owns the entire complex. There are no individual owners of the units.

Buy a place and then use home equity loan to get more. Make 8-10% of your downpayment in yearly profit from each property, which basically is avg market return. Use profit from properties to pay rent anywhere.
You still end up overexposed to the real estate sector in a single region, and have a liquidity problem
